Is there a way to make it like this picture with Photoshop?

I asked my cousin how she made it and she said it was a setting on her camera. " its a setting on our new camera! It's a black and white and you can choose whatever color you want to stand out and thats the only color that shows up. Love it!! So fun! "

I think you can make it with a program in " Picnik" , a photo editing website, but was wondering if you could do it with photoshop?
